  1  1    Section 1.  NEW SECTION.  307.32  Annual report == replacement
  1  2 and repair of structurally deficient secondary bridges.
  1  3    On or before February 15 of each year, the department shall
  1  4 compile the annual reports received pursuant to section 309.44
  1  5 into a cumulative report and submit the cumulative report in
  1  6 electronic format to the chairpersons of the senate and house
  1  7 of representatives standing committees on transportation and
  1  8 the legislative services agency.
  1  9    Sec. 2.  NEW SECTION.  309.44  Annual report == replacement
  1 10 and repair of structurally deficient bridges.
  1 11    Between December 1 and December 15 of each year, the county
  1 12 engineer of each county in the state shall certify and file a
  1 13 report with the department detailing the manner in which moneys
  1 14 received by the county from the road use tax fund were used to
  1 15 replace or repair structurally deficient bridges in the county.
  1 16 The report shall include all of the following:
  1 17    1.  The number of bridges under the county's jurisdiction
  1 18 that have been replaced or repaired to the point that they
  1 19 function at full capacity.
  1 20    2.  The number of bridges under the county's jurisdiction
  1 21 that have been partially replaced or partially repaired to
  1 22 alleviate some structural deficiencies, but not to the point
  1 23 that the bridges function at full capacity, and a brief
  1 24 description of the replacements or repairs necessary to allow
  1 25 them to function at full capacity.
  1 26    3.  The number of bridges under the county's jurisdiction
  1 27 that are in the process of being replaced or repaired and a
  1 28 description of the timeline of each replacement or repair
  1 29 project.
  1 30    4.  The number of bridges under the county's jurisdiction
  1 31 that remain structurally deficient and a description of the
  1 32 timeline for replacement or repair of each bridge, if any.
  1 33                           EXPLANATION
  1 34 The inclusion of this explanation does not constitute agreement with
  1 35 the explanation's substance by the members of the general assembly.
  2  1 This bill requires county engineers to file annual reports
  2  2 with the department of transportation (DOT) detailing the
  2  3 manner in which moneys received by the counties from the road
  2  4 use tax fund were used to replace or repair structurally
  2  5 deficient bridges in the counties. The bill requires the
  2  6 reports to be submitted between December 1 and December 15.
  2  7    The bill provides that each annual report shall include a
  2  8 description of the number of fully functional county bridges,
  2  9 partially replaced or repaired county bridges, structurally
  2 10 deficient county bridges, and pending county bridge replacement
  2 11 or repair projects.
  2 12    By February 15, the DOT is required to compile the annual
  2 13 reports into a cumulative report and submit the cumulative
  2 14 report in electronic format to the chairpersons of the
  2 15 senate and house of representatives standing committees on
  2 16 transportation and the legislative services agency.
