Code
2014,
is
amended
by
adding
the

following
new
subsection:

If
the
project
provides
access
to

a
residential
housing
development,
the
extent
to
which
the
8
affected
housing
development
supports
the
growth
of
existing
9
businesses
and
the
attraction
of
new
businesses
in
the
10
surrounding
area.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

The
revitalize
Iowa’s
sound
economy
(RISE)
fund
is
15
appropriated
by
law
to
be
used
in
the
establishment,
16
construction,
improvement,
and
maintenance
of
roads
and
streets
17
which
promote
economic
development
in
the
state.
The
state
18
transportation
commission
selects
projects
to
receive
full
19
or
partial
funding
based
on
certain
factors
and
requirements
20
established
in
current
law.
21
This
bill
provides
that
RISE
funds
may
be
awarded
for
a
22
project
that
has
the
effect
of
improving
or
maintaining
highway
23
access
to
a
residential
housing
development.
The
extent
to
24
which
an
affected
housing
development
supports
the
growth
of
25
existing
businesses
and
the
attraction
of
new
businesses
in
26
the
surrounding
area
is
added
to
the
list
of
criteria
to
be
27
considered
in
the
selection
process
for
qualifying
projects.
