House File 2080 - Introduced HOUSE FILE BY COMMITTEE ON HUMAN RESOURCES (SUCCESSOR TO HSB 501) A BILL FOR 1 An Act relating to the reimbursement rate for juvenile shelter 2 care homes and including effective date and retroactive 3 applicability provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5084HV (1) 86 rh/nh PAG LIN 1 1 Section 1. 2015 Iowa Acts, chapter 137, section 29, 1 2 subsection 9, paragraph c, is amended to read as follows: 1 3 c. Notwithstanding section 232.141, subsection 8, for the 1 4 fiscal year beginning July 1, 2015, the amount of the statewide 1 5 average of the actual and allowable rates for reimbursement of 1 6 juvenile shelter care homes that is utilized for the limitation 1 7 on recovery of unpaid costs shallremain atbe increased by 1 8 $4.85 over the amount in effect for this purpose in the fiscal 1 9 year beginning July 1, 2014. 1 10 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 1 11 immediate importance, takes effect upon enactment. 1 12 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 1 13 retroactively to July 1, 2015. 1 14 EXPLANATION 1 15 The inclusion of this explanation does not constitute agreement with 1 16 the explanation's substance by the members of the general assembly. 1 17 This bill makes a change to prior reimbursement rate 1 18 language in the 2015 health and human services appropriations 1 19 bill (2015 Iowa Acts, chapter 137 (Senate File 505)) requiring 1 20 the statewide average reimbursement rates paid through 1 21 the department of human services to juvenile shelter care 1 22 providers for FY 2015=2016 to remain at the rate in effect in 1 23 FY 2014=2015. The bill amends this provision to require the 1 24 statewide average reimbursement rate paid to juvenile shelter 1 25 care providers to be increased by $4.85 over the reimbursement 1 26 rate in effect for FY 2014=2015. 1 27 The bill takes effect upon enactment and applies 1 28 retroactively to July 1, 2015.
