EXPLANATION

This
bill
relates
to
the
possession
of
certain
products
with

the
intent
to
use
the
products
to
manufacture
a
controlled

substance,
and
makes
penalties
applicable.

The
bill
makes
sodium
hydroxide,
ammonia
nitrate,
ammonia
11
sulfate,
and
white
gas
illegal
to
possess
if
the
person
12
possesses
such
products
with
the
intent
to
manufacture
a
13
controlled
substance.

If
a
person
possesses
sodium
hydroxide,
ammonia
nitrate,
15
ammonia
sulfate,
or
white
gas
with
the
intent
to
manufacture
a
16
controlled
substance,
the
person
commits
a
class
āDā
felony.
17
A
class
āDā
felony
is
punishable
by
confinement
for
no
more
18
than
five
years
and
a
fine
of
at
least
$750
but
not
more
than
19
$7,500.
