SENATE RESOLUTION

 

 

urging the office of planning and sustainable development to develop a food resiliency plan for state of emergencies caused by disasters.

 

 


     WHEREAS, the State heavily relies on imported commodities for food consumption and production; and

 

     WHEREAS, many imported commodities arrive through harbors and airports that are directly in the inundation zone that will be impacted in the event of a natural disaster; and

 

     WHEREAS, other than foodbanks, the State lacks a food and supplies stockpile that is ready and capable to handle the aftermath of a natural disaster; and

 

     WHEREAS, the Hawaii Department of Defense and the Hawaii Emergency Management Agency are tasked with natural disaster response; and

 

     WHEREAS, Central Oahu is home to Wheeler Airfield, the only airfield outside of the inundation zone, that will become home to the First Responders Technology Campus and Cybersecurity Data Center; and

 

     WHEREAS, the First Responders Technology Campus and Cybersecurity Data Center may serve as a warehouse for stockpiles; and

 

     WHEREAS, to prevent further devastation during a natural disaster, a food stockpile may alleviate some of the stress on foodbanks in the event vital harbors and airports are inundated; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Office of Planning and Sustainable Development is urged to develop a food resiliency plan for state of emergencies caused by disasters; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Adjutant General, Director of the Office of Planning and Sustainable Development, and Administrator of the Hawaii Emergency Management Agency.
