SENATE RESOLUTION
Requesting the city and county of honolulu to move forward with A pearl harbor historic trail pilot demonstration project and enter into a LONG-TERM agreement with the united states navy, in partnership with the city and county of honolulu and state agencies, to ensure the REVITALIZATION of the multi-use trail.
WHEREAS, in 1998, then Honolulu Mayor Jeremy Harris empowered "Community Vision Groups" to plan projects and make decisions about improving their neighborhoods, parks, and roads; and
WHEREAS, the ‘Aiea-Pearl City Community Vision Group's Year 2000 project evolved as an offshoot of efforts to obtain federal economic empowerment zone grants into a master plan for the Pearl Harbor Historic Trail, which was subsequently accepted and turned into the Pearl Harbor Historic Trail Master Plan published by the City and County of Honolulu in May 2001; and
WHEREAS, the proposed Pearl Harbor Historic Trail is a multi-use path that will run 18.6 miles from Halawa Landing to Nanakuli, linking neighborhoods, historic sites, recreational areas, regional attractions, and nature along the old Oahu Railway and Land Company right-of-way; and
WHEREAS, currently, parts of the path have been used by squatters and as dumping grounds for stolen vehicles and junk, and volunteer groups have been helping to clear the path, which runs through state, federal, and private lands; and
WHEREAS, while the proposed Pearl Harbor Historic Trail Master Plan has not been implemented, improving the Pearl Harbor Historic Trail is long overdue and should move forward as part of a broad strategy to meet a number of community needs, such as safe bicycle and pedestrian paths, a natural and historic preservation project, a recreation resource, a means of opening up shoreline access, and an opportunity for economic revitalization; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the City and County of Honolulu is requested to move forward with a Pearl Harbor Historic Trail pilot demonstration project and enter into a long-term agreement with the United States Navy, in partnership with the City and County of Honolulu and state agencies, to ensure the revitalization of the multi-use trail; and
BE IT FURTHER RESOLVED that the City & County of Honolulu is requested to incorporate elements from the Pearl Harbor Historical Trail Master Plan into the Pearl Harbor Historic Trail pilot demonstration project; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Commander of the United States Navy Region Hawaii; Director of Transportation; Chairperson of the Board of Land and Natural Resources; Director of Business, Economic Development, and Tourism; Mayor of the City and County of Honolulu; and Director of Transportation Services of the City and County of Honolulu.
