SENATE RESOLUTION

 

 

requesting the hawaii emergency management agency to provide to the senate a formal plan and monthly accounting for federal funds allocated to the agency to address the coronavirus pandemic.

 

 


     WHEREAS, the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was enacted on March 27, 2020, to provide emergency financial assistance to governments, individuals, businesses, and communities to address the economic fallout of the coronavirus (COVID-19) pandemic; and

 

     WHEREAS, the CARES Act allocated $1,250,000 to the State for emergency expenditures related to the public health crises caused by the global spread of COVID-19; and

 

     WHEREAS, it is the intent of the Senate to appropriate $1,000,000 of the CARES Act funds to the state Department of Defense to allow the Hawaii Emergency Management Agency to respond to the public health crisis and to address any future surges of COVID-19 infection; and

 

     WHEREAS, it is critical to the public health and economic well-being of the State that the Hawaii Emergency Management Agency use the funds productively and transparently and account to the Senate for all expenditures; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Hawaii Emergency Management Agency is requested to provide to the Senate a formal plan and monthly accounting for its expenditure of CARES Act funds allocated to the agency to address the coronavirus pandemic, with the first plan to be provided no later than June 1, 2020; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Speaker of the Hawaii House of Representatives, Adjutant General, Administrator of the Hawaii Emergency Management Agency, and Director of Emergency Management of the City and County of Honolulu.
