STATE OF HAWAII

SENATE RESOLUTION

 

 

AMENDING THE RULES OF THE SENATE OF THE THIRTY-SECOND LEGISLATURE OF THE STATE OF HAWAII, REGULAR SESSION OF 2023, BY ADOPTING A NEW RULE 27.5, FLOOR SESSION ATTIRE.

 

 

     WHEREAS, the Senate has traditionally required its members to wear court attire during floor sessions, except for Fridays; and

 

     WHEREAS, this requirement is contrary to the attire of most of the community, in which the use of aloha attire is predominant, and more formal attire such as jackets and ties is often the exception rather than the rule; and

 

     WHEREAS, allowing members of the Senate to wear aloha attire during all daily floor sessions would align the chamber with local norms and would demonstrate support for the State's garment industry; and

 

     WHEREAS, Article III, Section 12, of the Constitution of the State of Hawaii specifically grants to each chamber the power to determine the rules of its proceedings; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Rules of the Senate be amended by adding Senate Rule 27.5, Floor Session Attire, to read as follows:

 

     "Rule 27.5  Floor Session Attire.

 

     When present on the floor of the Senate Chamber, each member shall be dressed in aloha attire or court attire.  "Court attire" means coat and tie for men and jackets for women."; and

 

     BE IT FURTHER RESOLVED that new Senate Rule material is underscored; and

 

     BE IT FURTHER RESOLVED that the amendments made to the Senate Rules by this Resolution take effect upon the adoption of this Resolution.
