THE SENATE

S.R. NO.

162

THIRTIETH LEGISLATURE, 2019

STATE OF HAWAII

SENATE RESOLUTION

requesting an audit of department of transportation public works projects at the daniel k. inouye international airport.

WHEREAS, regular users of the Daniel K. Inouye International Airport are frustrated with the airport due to its inefficient design and a lack of space during peak hours; and

WHEREAS, since the airport first opened in 1962, there have been several completed expansions, but the last major project, the current Terminal 1 (formerly the Interisland Terminal) was opened twenty-five years ago; and

WHEREAS, a long-awaited modernization project is underway and plans are being developed for another concourse; and

WHEREAS, the reportedly slow progress of construction projects at the airport is at least partly attributable to having the airport operated by a division of the executive administration rather than by a public corporation; now, therefore,

BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Auditor is requested to conduct an audit of all public works projects at the Daniel K. Inouye International Airport for which the Department of Transportation was the government contracting agency; and

BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of the Auditor's findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Auditor, Director of Transportation, and Deputy Director - Airports.
