SENATE RESOLUTION

 

 

SUPPORTING THE EXECUTIVE OFFICE ON AGING'S EFFORTS TO INCORPORATE A NO WRONG DOOR SYSTEM APPROACH INTO THE AGING AND DISABILITY RESOURCE CENTER HAWAII NETWORK.

 

 


     WHEREAS, the No Wrong Door System is a federal initiative to support states to streamline access to long-term service and support options for all populations and payers; and

 

     WHEREAS, in 2014, the United States Administration for Community Living, Centers for Medicare & Medicaid Services, and Veterans Health Administration provided grants to states to plan a No Wrong Door System to help individuals with long-term service and support needs to stay at home as long as possible, thus avoiding institutionalization; and

 

     WHEREAS, in 2014, Hawaii received a one-year planning grant to build upon the current work to develop the Aging and Disability Resource Center (ADRC) and in 2015, received a three‑year implementation grant to incorporate the No Wrong Door System approach into a network around the ADRC; and

 

     WHEREAS, the ADRC network will reflect each county's preferences but will include:  public outreach and coordination with key referral sources; person-centered counseling; streamlined access to public long-term service and support programs; and state governance and administration; and

 

     WHEREAS, in a No Wrong Door System, multiple agencies coordinate with each other to integrate access of their services through a single, standardized entry process that is administered and overseen by a coordinating entity; and

 

     WHEREAS, new federal guidance and rules require that home and community-based services:  respond to beneficiary needs and choices; provide strategies to maximize independence; and provide support and coordination necessary for individualized, self-directed, community-supported life; and

 

     WHEREAS, the business operations of current service providers must change to comply with the new federal guidance; and

 

     WHEREAS, the ADRC network will help these services meet federal requirements by improving coordination of programs and providing person-centered counseling and consumer choice; and

 

     WHEREAS, the current state appropriation for ADRC is used by the counties for their staff and operations to primarily support our kupuna; and

 

     WHEREAS, the three-year federal grant funds will be used to expand and enhance the ADRC to:  build a network that includes state and private agencies that support all ages and populations with disabilities; develop curriculum and provide training for staff on person-centered counseling to meet federal guidance requirements; and create multiple funding sources to sustain the ADRC network; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that this body expresses its support for the Executive Office on Aging's efforts to implement the three-year grant to incorporate the No Wrong Door approach into the Aging and Disability Resource Center network; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Director of Health, Director of Human Services, Director of the Office of Veterans' Services, Director of the University of Hawaii Center on Disability Studies, Mayor of the City and County of Honolulu, Mayor of the County of Hawaii, Mayor of the County of Kauai, and Mayor of the County of Maui.
