SENATE RESOLUTION
requesting the department of education to explore student aid options for students who attend a department of education community school for adults and opt to enroll in and complete the competency-based community school diploma program to earn a hawaii adult community school diploma.
WHEREAS, the Department of Education provides the competency-based community school diploma program as an option for adults who do not have a high school diploma to obtain the Hawaii adult community school diploma; and
WHEREAS, the purpose of the competency-based community school diploma program is to enable adult learners to become:
(1) Functionally literate adults;
(2) Productive and contributive citizens and community members;
(3) Effective family members; and
(4) Productive workers; and
WHEREAS, many graduates who complete the competency-based community school diploma program previously relied on federal student aid to attend post-secondary institutions; and
WHEREAS, due to federal student aid requirements, the University of Hawaii System is unable to qualify Department of Education community school for adults graduates who successfully completed the competency-based community school diploma program for federal student aid; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Education is requested to explore student aid options for students who attend a Department of Education community school for adults and opt to enroll and complete the competency-based community school diploma program to earn a Hawaii adult community school diploma; and
BE IT FURTHER RESOLVED that the Department of Education work with the University of Hawaii System to identify alternatives for student aid; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chair of the Board of Education, Superintendent of Education, and President of the University of Hawaii System.
