SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE STATE BUILDING CODE COUNCIL TO APPOINT AN INVESTIGATIVE COMMITTEE TO REVIEW AND RECOMMEND GREEN, SUSTAINABLE, AND WATER EFFICIENCY CODE PROVISIONS FOR ADOPTION INTO THE STATE BUILDING CODE.

 

 


     WHEREAS, this body finds and declares that safeguarding the environment, public health, safety, and general welfare through the establishment of building and construction requirements related to sustainability is necessary; and

 

     WHEREAS, sustainable building and construction requirements reduce the negative potential impacts and increase the positive potential impacts of the built environment on the natural environment and building occupants; and

 

     WHEREAS, a uniform set of statewide regulations governing water efficiency, reclamation, and reuse, applicable to new commercial construction, would make it possible to achieve efficiencies of twenty to forty percent above current national standards by using new technologies and design methodologies that are currently available; and

 

     WHEREAS, ensuring that adequate water resources are available to support Hawaii's natural beauty, a healthy ecology, and urban growth for the benefit of Hawaii's present and future generations is of serious concern to the State and its citizens; and

 

     WHEREAS, it is desirable to reduce the State's dependence on imported oil, and to encourage the development of alternate energy resources and the conservation and efficient use of energy; and

 

     WHEREAS, the health, safety, sustainability, and water efficiency considerations related to building codes are of statewide interest; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the State Building Code Council is requested to appoint an investigative committee to review and recommend for adoption by the State Building Code Council, green, sustainable, and water efficiency code provisions based on the latest edition of the International Green Construction Code and the latest edition of the International Green Construction Code Water Efficiency Provisions, as published by the International Code Council; and

 

     BE IT FURTHER RESOLVED that the investigative committee membership is requested to include but not be limited to:

 

     (1)  Two representatives from the permitting departments of each county for the counties of Hawaii, Honolulu, Kauai, and Maui; and

 

     (2)  A representative of each of the following organizations with credentials, such as Leadership in Energy and Environmental Design-Accredited Professional (LEED-AP), in the design, construction, commissioning, or procurement of green and sustainable construction or water use efficiency provisions:

 

         (A)  Building Industry Association of Hawaii;

 

         (B)  General Contractors Association of Hawaii;

 

         (C)  The American Institute of Architects Hawaii State Council;

 

         (D)  U.S. Green Building Council (USGBC), Hawaii Chapter;

 

         (E)  Hawaii Solar Energy Association;

 

         (F)  American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Hawaii Chapter;

 

         (G)  Landscape Industry Council of Hawaii; and

 

         (H)  Hawaii Water Environment Association; and

 

     BE IT FURTHER RESOLVED that the investigative committee members are requested to serve on a voluntarily basis and to assume responsibility for any costs associated with their participation on the investigative committee; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Building Code Council; the mayors of the counties of Kauai, Maui, and Hawaii; the mayor of the City and County of Honolulu; the Building Industry Association of Hawaii; the General Contractors Association of Hawaii; The American Institute of Architects Hawaii State Council; USGBC, Hawaii Chapter; Hawaii Solar Energy Association; ASHRAE, Hawaii Chapter; Landscape Industry Council of Hawaii; and the Hawaii Water Environment Association.
