SENATE CONCURRENT

RESOLUTION

 

 

Encouraging the department of human Services to implement mandatory training and other improvements to strengthen community care foster family homes.

 

 


     WHEREAS, the Department of Human Services certifies Community Care Foster Family Homes to enable individuals needing care in an intermediate care facility or in a skilled nursing facility to remain in a home setting as part of a family; and

 

     WHEREAS, utilizing Community Care Foster Family Homes allows individuals to avoid institutionalization and the higher costs associated with intermediate care and skilled nursing facilities; and

 

     WHEREAS, the Department of Human Services currently provides orientation for a person, agency, or organization that wants to be certified as a community care foster family home; however this orientation is not mandatory; and

 

     WHEREAS, mandatory training prior to certification as a community care foster family home would strengthen the community care foster family home program and ensure that newly certified caregivers are fully prepared to offer the best possible care to their clients; and

 

     WHEREAS, every Medicaid-eligible individual and private-pay individual entering a Community Care Foster Family Home must have a Case Management Agency licensed by the Department of Human Services to coordinate health care requirements; and

 

     WHEREAS, the role of a Case Management Agency includes promoting continuity of client care, appropriate integration, and utilization of services; and

 

     WHEREAS, Case Management Agencies are responsible for the clients placed into Community Care Foster Family Homes and therefore need greater authority to hold these homes accountable; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Department of Human Services is encouraged to implement mandatory training requirements prior to certifying any person, agency, or organization as a Community Care Foster Family Home; and

 

     BE IT FURTHER RESOLVED that the Department of Human Services is encouraged to adopt administrative rules that will provide Case Management Agencies with greater authority and the ability to hold caregivers in Community Care Foster Family Homes accountable; and

 

     BE IT FURTHER RESOLVED that the Department of Human Services is encouraged to consider the following improvements for Case Management Agencies and Community Care Foster Family Homes:

 

     (1)  Limiting the number of Case Management Agencies that are licensed to operate, thereby allowing Case Management Agencies to choose not to use Community Care Foster Family Homes that do not meet appropriate standards of care;

 

     (2)  Establishing a predefined infraction list with penalties and consequences;

 

     (3)  Allowing Case Management Agencies to place Community Care Foster Family Homes on probation and provide the homes with a corrective plan of action;

 

     (4)  Implementing cost saving measures relating to patient medication, the creation of a centralized pharmacy, and mandatory caregiver compliance with dietary requirements;

 

     (5)  Expanding the treatment team to include meetings with a nurse care manager, primary caregiver, and primary care physician;

 

     (6)  Measuring quality outcomes through the use of satisfaction surveys; and

 

     (7)  Improving financial outcomes of the Community Care Foster Family Home program; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Department of Human Services and Case Management, Inc.
