SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE HAWAII MEDICAL BOARD, BOARD OF PSYCHOLOGY, MARRIAGE AND FAMILY THERAPIST PROGRAM, AND MENTAL HEALTH COUNSELOR PROGRAM TO DEVELOP EDUCATIONAL MATERIAL TO PRINT, DISPLAY, AND make available TO PATIENTS INFORMING THEM OF THE APPLICABLE ETHICAL STANDARDS RELATING TO SEXUAL BOUNDARIES IN THE PROVIDER-PATIENT RELATIONSHIP.

 

 


     WHEREAS, the relationship between health care providers and their patients are some of the most intimate between a professional and patient, where patients often disclose their most private fears and insecurities in the hopes of a solution or resolution; and

 

     WHEREAS, often times, patients seeking the help of health care professionals are at a vulnerable point in life, whether that vulnerability is physical, emotional, or psychological, or some combination of all three; and

 

     WHEREAS, for the most part, professionals are able to assist a patient, and do so in a manner that helps to alleviate that which afflicts the patient; and

 

     WHEREAS, it is an unfortunate reality that some professionals cross a moral and ethical line and exploit the vulnerabilities of a patient, and that this reality exists nationwide, including Hawai`i; and

 

     WHEREAS, many of the health care professions in Hawai`i are self-regulated; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Hawaii Medical Board, Board of Psychology, Marriage and Family Therapist Program, and Mental Health Counselor Program is requested to develop educational material to print, display, and make available to patients informing them of the applicable ethical standards relating to sexual boundaries in the provider-patient relationship, and that such educational material also include contact information for patients that need to report complaints; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chair of the Hawaii Medical Board, Chair of the Board of Psychology, Executive Officer of the Marriage and Family Therapist Program, and the Executive Officer of the Mental Health Counselor Program.
