TWENTY-SEVENTH LEGISLATURE, 2013

STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

REQUESTING THE hawaii community development authority to lease a portion of land comprising the kalaeloa community development district to the united states coast guard for a facility to be designated as the coast guard pacific regional center at kalaeloa.

WHEREAS, the Hawaii Community Development Authority has jurisdiction over the Kalaeloa Community Development District (Kalaeloa) pursuant to section 206E-193, Hawaii Revised Statutes; and

WHEREAS, Kalaeloa includes the land formerly occupied by the Barbers Point Naval Air Station and consists of approximately 3,700 acres of land, including waterfront land, bounded by Ewa, Kapolei, and the Campbell Industrial Park; and

WHEREAS, the United States Coast Guard District 14 (search and rescue) is currently headquartered in Honolulu in the federal building on Ala Moana Boulevard; and

WHEREAS, the United States Coast Guard would prefer to be headquartered at Kalaeloa in the interests of proximity to Joint Base Pearl Harbor Hickam and being more centrally located on Oahu; and

WHEREAS, Kalaeloa was formerly the location of Barbers Point Naval Air Station, which makes the site an ideal location for the United States Coast Guard District 14 headquarters; and

WHEREAS, Kalaeloa presently contains an elementary school, airport, National Guard, Coast Guard air station, Hale Ulu

Pono shelter, veteran’s services, post office, University of Hawaii aerospace center, various Navy facilities, rental housing, commercial entities, public beaches, and recreational areas; however, most of Kalaeloa remains undeveloped; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Hawaii Community Development Authority is requested to lease a portion of the land comprising the Kalaeloa Community Development District to the United States Coast Guard District 14 for a facility to be designated as the Coast Guard Pacific Regional Center at Kalaeloa; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Hawaii Community Development Authority and the Commander of the Fourteenth Coast Guard District.
