SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENTS OF HEALTH AND EDUCATION TO COLLABORATE ON EDUCATIONAL INFORMATION AND MATERIALS ABOUT THE HUMAN PAPILLOMAVIRUS VACCINE THAT CAN BE PROVIDED TO PARENTS OF PUBLIC MIDDLE AND INTERMEDIATE SCHOOL CHILDREN.

 

 


     WHEREAS, according to the federal Centers for Disease Control and Prevention, human papillomavirus is a very common virus, with about 79,000,000 Americans currently infected and about 14,000,000 people newly infected each year; and

 

     WHEREAS, human papillomavirus can cause cervical, vaginal, and vulvar cancers in women; penile cancer in men; and anal cancer, cancer of the throat, and genital warts in men and women; and

 

     WHEREAS, the human papillomavirus vaccine is an important vaccine that can protect against infection and the cancers caused by human papillomavirus; and

 

     WHEREAS, the federal Centers for Disease Control and Prevention recommends the human papillomavirus vaccine for preteen boys and girls at age eleven or twelve, so they are protected prior to being exposed to the virus; and

 

     WHEREAS, the human papillomavirus vaccine also produces a more robust immune response during the preteen years, which could mean better protection for preteens who receive this vaccine; and

 

     WHEREAS, according to the federal Centers for Disease Control and Prevention, vaccination rates in Hawaii to protect against human papillomavirus are relatively low, with only thirty-four per cent of women and fifteen percent of men in the State being fully immunized; and

 

     WHEREAS, there is a need to increase public awareness about the human papillomavirus vaccine among parents and children; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Departments of Health and Education are requested to collaborate on educational information and materials about the human papillomavirus vaccine that can be provided to parents of public school children; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to develop the information on human papillomavirus and produce educational information and materials for distribution, based on recommendations of the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention; and

 

     BE IT FURTHER RESOLVED that the educational information and materials produced by the Department of Health are requested to be disseminated by the Department of Education during student orientation to parents of children who are attending public middle schools and public intermediate schools in Hawaii; and

 

     BE IT FURTHER RESOLVED that the Departments of Health and Education are requested to seek and obtain private or federal funding to assist with the financing of the actions requested by this measure; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health and Chairperson of the Board of Education.
