SENATE CONCURRENT

RESOLUTION

 

 

SUPPORTING THE CONCEPT OF THE RAINBOW STOP PILOT PROJECT to MAKE VIEWING HAWAII'S RAINBOWS SAFE AND EASY and PROMOTE HAWAII'S RAINBOWS THROUGHOUT THE WORLD.

 

 

 


     WHEREAS, Hawaii has eleven of the world's fourteen climates, geographically stunning natural landscapes, and a tradition that celebrates those stunning natural landscapes; and

 

WHEREAS, the State is one of the world's most popular tourist destinations, and, according to the Hawaii Tourism Authority, a record 8,300,000 people visited Hawaii in 2014; and

 

     WHEREAS, Hawaii is known as the "Rainbow State," and the rainbow has become an integral part of Hawaii, for example, the University of Hawaii basketball team is named the Rainbow Warriors, and a rainbow is depicted on motor vehicle license plates; and

 

WHEREAS, rainbows can be seen when the sunlight shines through prism-like raindrops during a rain shower; and

 

WHEREAS, given the amount of rain showers that occur when the sun is shining in Hawaii, beautiful rainbows are a common sight; and

 

     WHEREAS, the Rainbow Stop Pilot Project is an effort to create state-approved rainbow viewing locations throughout the State; and

 

     WHEREAS, a Rainbow Stop would be similar to a scenic viewpoint where residents and tourists would be able to pull their vehicle over to a safe roadside area in order to view Hawaii's natural, beautiful rainbows; and

 

     WHEREAS, viewers would also be able to safely take photographs of Hawaii's rainbows to share with the rest of the world, thus promoting Hawaii's natural beauty; and

 

     WHEREAS, Rainbow Stops would be preprogrammed into global positioning systems so that tourists and residents could easily find and access Rainbow Stop locations; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the House of Representatives concurring, that the Legislature supports the concept of the Rainbow Stop Pilot Project to make viewing Hawaii's rainbows safe and easy and promote Hawaii's rainbows throughout the world; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Hawaii Tourism Authority, and the Administrator of the Division of State Parks of the Department of Land and Natural Resources.
