SENATE CONCURRENT
RESOLUTION
Requesting the Office of Planning and Sustainable development to formulate and implement policies to mitigate the impactS of rising sea levels on the State's Coastline, INCLUDING BEACHES.
WHEREAS, the effect of sea level rise caused by climate change, including the global melting of ice caps, has been significant for Hawaii; and
WHEREAS, according to data from the National Oceanic and Atmospheric Administration, the sea level around Hilo Bay has risen by ten inches since 1950, and recently, the speed of sea level rise has accelerated to approximately one inch every four years; and
WHEREAS, coastal erosion has caused the loss of thirteen miles of beaches around the State, including ten percent of beaches on Oahu, and seventy percent of beaches around the State are currently threatened; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Office of Planning and Sustainable Development is requested to:
(1) Formulate and implement a statewide policy to mitigate the impacts of rising sea levels on Hawai‘i's coastline, including its beaches;
(2) Conduct a comprehensive study on the effects of rising sea levels on the coastlines, including beaches, of each county, including the impact on beach parks under the jurisdiction of the counties; and
(3) Submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Office of Planning and Sustainable Development.
