SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO CONVENE A TASK FORCE TO STUDY THE possibility of FUTURE developments for the waikiki natatorium site.

 

 

 


     WHEREAS, the 1921 Territorial Legislature provided $250,000 for the construction of the Living Memorial and saltwater swimming pool to honor those ten thousand service members from Hawaii who served in World War I, including the one hundred one who died; and

 

     WHEREAS, the Waikiki Natatorium War Memorial was opened on the day of Duke Kahanamoku's birth, August 24, 1927; and

 

     WHEREAS, the Waikiki Natatorium is owned by the State but is operated under an Executive Order by the City and County of Honolulu; and

 

     WHEREAS, the Waikiki Natatorium was closed to the public in 1979; and

 

     WHEREAS, in 1998, $11,500,000 was provided by the City and County of Honolulu to complete the restoration of the Waikiki Natatorium, yet by 2001, only the locker rooms, bleachers, and façade were repaired; and

 

     WHEREAS, approximately $6,400,000 of the remaining funds of were lapsed back to the general fund in 2005; and

 

     WHEREAS, the Waikiki Natatorium War Memorial remains an important site because of its location and history; and

 

     WHEREAS, the restoration of the Waikiki Natatorium would benefit the State as a landmark, honor those who served and those who died in World War I, and allow the site to be used for other activities; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Chairperson of the Board of Land and Natural Resources is requested to convene a task force to study the possibility of future developments to the Waikiki Natatorium War Memorial site; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board of Land and Natural Resources is requested to include the following as members of the task force:

 

(1)    A representative from the Department of Land and Natural Resources;

 

(2)    A representative from the Department of Health;

 

(3)    A representative from the Office of Veterans' Services;

 

(4)    A representative from the University of Hawaii; and

 

     (5)  A representative from the City and County of Honolulu Department of Design and Construction

 

     BE IT FURTHER RESOLVED that members of the task force shall not receive compensation for their service; and

 

     BE IT FURTHER RESOLVED the task force is requested to consider various uses of the Waikiki Natatorium War Memorial, including, but not limited to, beach sports, public events, and honoring Hawaii veterans; and

 

     BE IT FURTHER RESOLVED that the task force is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2013 Regular Session; and

 

     BE IT FURTHER RESOLVED that the task force shall be dissolved on June 30, 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Director of Health, Director of Office of Veterans' Services, President of the University of Hawaii, and Mayor and Managing Director of the City and County of Honolulu.
