SENATE CONCURRENT

RESOLUTION

 

 

Requesting the Office of Planning to continue its pursuit of federal funding for the Coastal Zone Management Program and ADVOCATE FOR compliance BY AGENCIES with the requirements and duties of chapter 205a, hawaii revised Statutes.

 

 


     WHEREAS, Hawaii participates in the national coastal zone management program, which was established by the Coastal Zone Management Act of 1972, 16 U.S.C. § 1451 et seq.; and

 

     WHEREAS, in 2012, coastal states, commonwealths, and territories of the United States are celebrating the fortieth anniversary of the Coastal Zone Management Act and sound management of coastal, ocean, and Great Lakes resources; and

 

     WHEREAS, the Hawaii Coastal Zone Management Program was approved in 1977 and codified in chapter 205A, Hawaii Revised Statutes; and

 

     WHEREAS, section 205A-4, Hawaii Revised Statutes, requires state and county agencies with authority over actions in the coastal zone management area to give full consideration to ecological, cultural, historic, esthetic, recreational, scenic, and open space values; coastal hazards; and the needs for economic development; and

 

     WHEREAS, the State of Hawaii has a responsibility to manage and conserve the public trust in coastal and ocean ecosystems as well as the quality of life in coastal communities for the benefit of current and future generations; and

 

     WHEREAS, the federal-state partnership established by the Coastal Zone Management Act empowers the State of Hawaii, through funding and program support, to meet its public trust obligations in coastal and ocean ecosystems; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Office of Planning is requested to continue its pursuit of federal funding for the Coastal Zone Management Program and advocate for compliance by agencies with the requirements and duties of chapter 205A, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that this body supports the role of the State of Hawaii in the stewardship of coastal and ocean resources in partnership with the federal government; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the National Oceanic and Atmospheric Administration Office of Ocean and Coastal Resource Management, Assistant Administrator of the National Oceanic and Atmospheric Administration National Ocean Service, Hawaii's congressional delegation, Governor, and Director of the Office of Planning.
