SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE BOARD OF EDUCATION TO SUSPEND THE PERSONAL TRANSITION PLAN GRADUATION REQUIREMENT UNTIL A CLEAR AND FIRM CURRICULUM IS ADOPTED.

 

 


     WHEREAS, the Department of Education states that the purpose of the personal transition plan is to assist students in moving from high school to post-secondary or career venues; and

 

     WHEREAS, the personal transition plan guidelines state that the requirements for completing the personal transition plan is entirely up to each school; and

 

     WHEREAS, the frequency of personal transition plan sessions differs from school to school, with some schools scheduling a forty-two minute weekly personal transition plan session and another school, Farrington High School, scheduling the forty-two minute session twice a month (according to an example given by Board of Education Policy 4540); and

 

     WHEREAS, forty-five per cent of the Hawaii State Student Council voted that the personal transition plan should not be a graduation requirement until substantial changes are made in the personal transition plan guidelines to resolve inconsistencies; and

 

     WHEREAS, not all schools follow the same grading policy in the personal transition plan; some schools use a strict grade scale while other schools simply give an unsatisfactory or satisfactory mark depending on whether the papers within the personal transition plan have been completed; and

 

     WHEREAS, as an example of differing grading policies, Maui High School gives the standard letter grade, while King Kekaulike High School gives a satisfactory or unsatisfactory grade, which results in a lack of rigor and sense of relevance among students in different schools; and

 

     WHEREAS, the Department of Education only requires each student in the personal transition plan to produce a finalized personal statement, a complete career portfolio, a professional resume, and a post-secondary plan; however, the required documentation is vague and dependent on interpretation; and

 

     WHEREAS, in addition to the personal transition plan, there is a required Transition to High School (ACCN Code TCG1103) course which duplicates and overlaps the personal transition plan in some respects; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Board of Education is requested to suspend the personal transition plan requirement for graduation credit, at least until amendments are made to the current curriculum under Board of Education Policy 4540, relating to High School Graduation Requirements and Commencement; and

 

     BE IT FURTHER RESOLVED that the Board of Education is urged to adopt a clear and firm curriculum, providing uniformity and consistency among all schools, before implementing the personal transition plan as a graduation requirement; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, Governor, Hawaii State Student Council, National Association of State Boards of Education, and the National School Boards Association.
