SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION, EXECUTIVE OFFICE ON AGING, AND WAHIAWA GENERAL HOSPITAL TO ESTABLISH A WORKING GROUP TO ESTABLISH A GERIATRIC RESEARCH AND TECHNOLOGY PARK IN CENTRAL OAHU.

 

 


     WHEREAS, age is the single most important factor in understanding health status and the need and demand for health care resources; and

 

     WHEREAS, since 2000, Hawaii's elderly population, those aged sixty-five and older, grew slightly faster than the national growth rate; and

 

     WHEREAS, since statehood, Hawaii's elderly population as a percentage of the total state population has increased three-fold, from roughly five percent in 1960 to fifteen percent in 2012; and

 

     WHEREAS, during this same period, the elderly segment of the nation's population increased from nine percent to fourteen percent; and

 

     WHEREAS, between 1990 and 2012, the number of elderly aged seventy-five and older increased forty-seven percent nationally compared to the one hundred sixteen percent increase in Hawaii; and

 

     WHEREAS, by the year 2030, the elderly population is projected to represent twenty percent of the populations in each county, the State, and the nation as a whole, and one out of every five individuals will be aged sixty-five or older; and

 

     WHEREAS, Wahiawa provides one of the top senior care service programs; and

 

     WHEREAS, Aged to Perfection is an adult day care center providing elders with social activities, meals, and general supervision, drawing interns from top universities across the country, including the University of Hawaii, University of Southern California, and University of Arizona; and

 

     WHEREAS, establishing an economic hub for the geriatric industry may attract new businesses and technologies to provide jobs for central Oahu communities, as well as products and services for neighboring geriatric facilities and programs; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the High Technology Development Corporation, Executive Office on Aging, and Wahiawa General Hospital establish a working group to establish a geriatric research and technology park in central Oahu; and

 

     BE IT FURTHER RESOLVED that the geriatric research and technology park be administered by the working group and be bounded by the properties located in Wahiawa, Oahu, identified by tax map key numbers 74006003, 74006004, 74006020, 74006040, and 74006041; and

 

     BE IT FURTHER RESOLVED that the objective of the geriatric research and technology park be to facilitate economic growth by encouraging manufacturing jobs related to products and services focused on long-term care, including an aging and disability resource center, adult residential care homes, hospices, nursing homes, and assisted living facilities, in a designated geographic hub; and

 

     BE IT FURTHER RESOLVED that the Board of Directors of the High Technology Development Corporation develop the geriatric research and technology park in consultation with the Executive Office on Aging, Wahiawa General Hospital, and working group; and

 

     BE IT FURTHER RESOLVED that when designing and planning the geriatric research and technology park, the Board of Directors of the High Technology Development Corporation may enter into cooperative agreements with coordinating entrepreneurs or public agencies that have the powers, services, and capabilities deemed necessary and appropriate for the development and implementation of the business and medical development plans; and

 

     BE IT FURTHER RESOLVED that the planning and design of the geriatric research and technology park comply with community and town master plans and urban design plans; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism; Chair of the Board of Directors of the High Technology Development Corporation; Director of the Executive Office on Aging; Wahiawa General Hospital; and Aged to Perfection.
