STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of accounting and general services and chief information officer to work with the high technology development corporation to establish a public safety technology campus and cyber security command center.

 

 

     WHEREAS, Hurricanes Katrina and Sandy presented valuable lessons for the public safety community; and

 

     WHEREAS, hazards of both hurricanes included inland flooding, high winds, and high waves; and

 

     WHEREAS, the recent hurricanes on the mainland made clear the need for the State and counties to ensure access to public safety services during times of natural disaster and to make every reasonable effort to protect residents, communities, and assets from natural hazards; and

 

     WHEREAS, the State currently has facilities that are aging and located in inundation zones; and

 

     WHEREAS, there is a need to consolidate certain public safety agencies to maximize the use of infrastructure and facilities; and

 

     WHEREAS, the State requires a plan to relocate public safety services located within and nearby inundation zones to a centralized non-inundation zone area that will provide direct access to highways and be in convenient proximity to hospital and military services and assistance; and

 

     WHEREAS, in the event of a major disaster, critical systems could be unavailable for months, negatively impacting the lives of many tens of thousands of citizens and costing the State tens of millions of dollars in unplanned system recovery and restart costs; and

 

     WHEREAS, the State's current data center environment is not fulfilling the capacity, reliability, and security needs of the various departments; and

 

     WHEREAS, the existence of more than thirty low quality data centers, which are poorly secured and monitored and completely unmanned more than sixty-five percent of the time, exposes the State to the possibility of significant physical and cyber security breaches, resulting in the loss of confidential information about our most vulnerable citizens; and

 

     WHEREAS, compromising citizens' security and damaging the reputation of the State as a trustworthy data custodian could expose the State to tens of millions of dollars in liability and remediation costs; and

 

     WHEREAS, because of these risks to Hawaii's technology infrastructure, a permanent data center must be established to house the State's most critical systems and to enhance our ability to secure data; and

 

     WHEREAS, the Office of Information Management and Technology has the ability to oversee the design, construction, and operation of a data center that can house the State's centralized computing resources along with key staff that support and maintain these resources; and

 

     WHEREAS, one hundred fifty acres of land are for sale in central Oahu; and

 

     WHEREAS, these lands are geographically located away from the tsunami risk associated with the coastline and are outside of known special hazard areas with no history of flooding, while being adjacent to a major highway that allows for an easy commute to downtown Honolulu and the airport; and

 

     WHEREAS, these lands allow for greater power reliability through the availability of electrical feeds from two different substations located in Mililani and Wahiawa; and

 

     WHEREAS, these lands provide a diverse array of telecommunications connectivity options, such as diverse fiber routes connecting to the Leeward coast, downtown Honolulu, and the North Shore, from multiple carriers, including Oceanic Time Warner Cable, Time Warner Telcom Hawaii, and Hawaiian Telcom; and

 

     WHEREAS, the establishment of a data center on these lands will provide geographic diversity from the State's current primary data center at Kalanimoku, which could continue to serve as a backup data center; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the Department of Accounting and General Services and Chief Information Officer work with the High Technology Development Corporation to establish a public safety technology campus and cyber security command center; and

 

     BE IT FURTHER RESOLVED that the public safety technology campus and cyber security command center be located within the one hundred fifty acres of land that is for sale in central Oahu if the Department of Accounting and General Services is able to acquire these lands; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services and Chief Information Officer lead the planning group for the public safety technology campus and cyber security command center; and

 

     BE IT FURTHER RESOLVED that the Chief Information Officer enter into memoranda of understanding with the following agencies:

 

     (1)  Department of Defense; provided that the Department is allocated       acres for facilities;

 

     (2)  Department of Public Safety; provided that the Department is allocated       acres for facilities;

 

     (3)  State Fire Council; provided that the Council is allocated       acres for facilities;

 

     (4)  City and County of Honolulu Department of Emergency Management; provided that the Department is allocated       acres for facilities;

 

     (5)  Honolulu Police Department; provided that the Department is allocated       acres for facilities;

 

     (6)  Hawaii State Civil Defense; provided that the entity is allocated       acres for facilities;

 

     (7)  Hawaii National Guard; provided that the entity is allocated       acres for facilities; and

 

     (8)  Other federal, state, and county agencies that may assist with the initiatives as determined by the Chief Information Officer; and

 

     BE IT FURTHER RESOLVED that agencies and services enter into interagency agreements where efforts might be duplicated; and

 

     BE IT FURTHER RESOLVED that the public safety technology campus and cyber security command center include:

 

     (1)        acres for a data center that is located on a site that is away from flood and tsunami hazard zones and is supplied with reliable electric power and many diverse and redundant high speed telecommunications connections; provided that the data center is an energy efficient, green facility with a smaller environmental footprint than existing data centers; provided further that the data center include a 8,000 to 10,000 square feet computer room with 250 racks, an electric power load of two megawatts total for information technology equipment, and a tier 3 reliability rating;

 

     (2)  Ten acres dedicated for an innovation and research facility;

 

     (3)  Forty acres dedicated for a sheriff facility that includes a headquarters building for administrative offices, conference rooms, and an emergency operations center and a training facility for classrooms, a gym, emergency vehicle operations course, mock crime scene facility, SWAT house for tactical training, and dormitories; and

 

     (4)        acres dedicated for a State Fire Council facility that includes a National Public Safety Academy of the Pacific building; warehouses for proper storage of vehicles, equipment, and supplies; fire training building; rappelling towerburn building; urban search and rescue sets; helicopter landing field and training area; driving course; wellness, fitness, and training areas; gymnasium; swimming and diving pool; athletic field; maintenance facilities; fuel depot; vehicle repair; and equipment repair; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Adjutant General, Comptroller, Chief Information Officer, Director of Public Safety, Chair of the State Fire Council, Director of the City and County of Honolulu Department of Emergency Management, Executive Director of the High Technology Development Corporation, and Police Chief of the Honolulu Police Department.
