A BILL FOR AN ACT

 

 

relating to homeless persons.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of land and natural resources, in consultation with the department of human services, shall establish a park and campground for homeless persons within Sand Island state recreation area on Oahu; provided that the land designated for the park and campground for homeless persons shall not be more than one-half of the total area of the Sand Island state recreation area.

     (b)  The department of human services shall consult and coordinate with the appropriate agencies of the city and county of Honolulu and appropriate nonprofit organizations to provide necessary services for homeless persons that use the park and campground.

     (c)  The department of land and natural resources may adopt rules pursuant to chapter 91 to effectuate this Act.

     SECTION 2.  This Act shall take effect on July 1, 2011.
