A BILL FOR AN ACT

 

 

relating to electric vehicles.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of transportation shall install and operate electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii.  The department shall construct one or more direct current fast-charge electric vehicle charging systems to be strategically located on major highways at approximately fifty mile intervals, creating connected thoroughfares across each island.

     (b)  All electric vehicle charging systems constructed by the department of transportation under this Act shall be available for use by the general public.  Users of the electric vehicle charging systems shall pay the market rate for vehicle charging.

     (c)  The department of transportation shall adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to implement this Act.

     (d)  For the purposes of this Act, "electric vehicle charging system" shall have the same meaning as in section 291‑71, Hawaii Revised Statutes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the installation and operation of electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii.

     The sums appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
