A BILL FOR AN ACT
relating to the non-violent response team pilot program.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of health shall establish a two-year pilot program for a non-violent response team to provide mobile crisis intervention response to incidents related to mental health, substance abuse, suicide threats, as well as providing conflict resolution and welfare checks in lieu of an armed response on the island of Oahu.
(b) The department of health may coordinate with public or private entities, as appropriate, to develop and implement the non-violent response team; provided that the response team shall:
(1) Consist of at least one each of the following: a nurse, paramedic, or emergency medical technician, and crisis worker who has substantial training and experience in the mental health field;
(2) Not carry firearms; and
(3) Not perform law enforcement duties.
(c) The pilot program shall cease to exist on June 30, 2023.
SECTION 2. The department of health shall submit an annual report on the pilot program established pursuant to this Act to the governor and the legislature at least twenty days prior to the convening of the 2022 and 2023 regular legislative sessions. The annual report shall include:
(1) A summary of the responses and interventions made by the non-violent response team during that year;
(2) Proposals for future projects and programs;
(3) A financial report for the preceding fiscal year; and
(4) Objectives and budget projections for the following fiscal year.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 to carry out the purposes of this Act.
The sums appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. This Act shall take effect upon its approval.
