A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE fifth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $           or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of capital improvement projects for the fifth senatorial district, as follows:

1.   Kihei elementary school

     A.   Two portable classrooms

          Design                         $60,000

          Construction                  $750,000

          Total funding                                $810,000

2.   Princess Nahienaena elementary school

     A.   Two portable classrooms

          Design                         $60,000

          Construction                  $656,000

          Equipment                      $24,000

 

          Total funding                                $740,000

3.   New elementary school in West Maui

     A.   New school construction

          Plans                         $484,000

          Land                             $1,000

          Total funding                                $485,000

4.   Kamehameha III elementary school

     A.   Repair roofs of buildings A, B, D, and E; ground and site improvements

          Design                        $245,000

          Construction                  $992,000

          Total funding                              $1,237,000

5.   Lahainaluna intermediate school

     A.   Renovation of student restrooms; ground and site improvements

          Design                         $85,000

          Construction                  $855,000

          Total funding                                $940,000

     B.   Portable classroom

          Design                         $30,000

          Equipment                      $12,000

6.   Lahainaluna high school

     A.   Renovation of student dormitories

     B.   Renovation of cafeteria

7.   Emergency lights at Kapalua airport

8.   Honoapiilani highway realignment

          Total funding                             $17,540,000

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,500,000 or so much thereof as may be necessary for fiscal year 2011-2012 for a grant-in-aid to the Lahainaluna High School Foundation for completion of the stadium renovation project at Lahainaluna high school in Lahaina, Maui, including lights, a track, a press box, and renovation of the former cafeteria building as follows:

          Design                         $75,000

          Construction                $2,730,000

     Total funding                          $2,805,000

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 4.  The sums appropriated for the respective capital projects set forth in sections 1 and 2 shall be expended by the designated expending agency for the purposes of this Act; provided that:

     (1)  The sums appropriated in items 1 through 6 shall be expended by the department of education;

     (2)  The sums appropriated in items 7 and 8 shall be expended by the department of transportation.

     SECTION 5.  This Act shall take effect on July 1, 2011.
