A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The University of Hawaii Center at West Hawaii currently houses its programs in several leased buildings in South Kona.  This temporary site is distant from the West Hawaii population center of North Kona and South Kohala.  Therefore, in 1991, the university of Hawaii board of regents selected a five hundred acre site at Kalaoa, between the developments of the Kohala area and Kailua-Kona.  This more central location needs to be developed to meet current and future educational needs of the West Hawaii community.  The University of Hawaii at West Hawaii's current leased premises in South Kona provide limited program offerings in West Hawaii.  Located in a former shopping complex, these facilities are not suitable for higher education and technical training programs.

     The long range development plan for the University of Hawaii Center at West Hawaii has been approved by the board of regents.  Phase IA consists of a culinary arts building that is being developed through a combination of private contributions, with an outstanding financial requirement of approximately $4,000,000 for construction and equipment.  Phase IB consists of the first increment of the health sciences and student service building, and requires $7,000,000 for construction and equipment.  Phase II consists of the second increment for the health sciences and student services building and requires $11,000,000 for plans, design, construction, and equipment.  Phase III consists of academic support, general education facility, and electrical substation and requires $38,000,000 for plans, design, construction, and equipment.  Phase IV includes but is not limited to a general education facility, vocational technology facilities, environmental sciences and ocean science facilities, and operations and maintenance facility and requires $51,000,000 for plans, design, construction, and equipment.

     The purpose of this Act is to make an appropriation to the University of Hawaii for the benefit of the University of Hawaii Center at West Hawaii.

     SECTION 2.  The University of Hawaii is encouraged to enter into public/private partnerships to facilitate the development of the new University of Hawaii Center at West Hawaii campus.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $111,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of establishing the new campus of the University of Hawaii Center at West Hawaii.

     SECTION 4.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 5.  The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2011.
