A BILL FOR AN ACT

 

 

relating to public safety facilities.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 122, Session Laws of Hawaii 2014, the state budget, provided funds for plans, land acquisition, and design for the site of the first responders technology campus and cyber security command center in central Oahu.  The objective of the first responders technology campus and cyber security command center is to centralize first responders and state information technology and cyber security facilities in a central location less prone to natural disasters to enable the sharing of resources and support services, including facilities for the state information technology and cyber security operations, sheriff division, Honolulu fire department, and Honolulu police department.

     The purpose of this Act is to authorize the issuance of general obligation bonds for the plans, design, and construction of facilities for the state information technology and cyber security operations, sheriff division, Honolulu fire department, and Honolulu police department as part of the first responders technology campus and cyber security command center.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $           or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the plans, design, and construction of facilities for the state information technology and cyber security operations, sheriff division, Honolulu fire department, and Honolulu police department as part of the first responders technology campus and cyber security command center.

     SECTION 3.  The sum appropriated shall be expended by the high technology development corporation for the purposes of this Act.

     SECTION 4.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.


     SECTION 5.  This Act shall take effect on July 1, 2015.
