A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Library; requirement. (a) Beginning with the - school year, each public school shall have a part-time or full-time library.
(b) For the purposes of this section:
"Full-time" means the library is open for hours per school week.
"Part-time" means the library is open for hours per school week."
SECTION 2. (a) The department of education shall develop a plan to ensure that each public school has a part-time or full-time library. The plan shall include:
(1) A list of the public schools that do not presently have a part-time or full-time library;
(2) A comprehensive list of necessary costs to ensure that each public school has a part-time or full-time library, including costs for construction, books, supplies, and staffing;
(3) A reasonable timeline to ensure that part-time or full time libraries can be established at each public school, if applicable; and
(4) Any other relevant information the department of education deems necessary to carry out the purposes of this Act.
(b) The department of education shall submit its plan to the legislature no later than twenty days prior to the regular session of 2018.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the purposes of this Act.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2017.
