A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that students from military families face unique academic and cultural issues when transitioning from out-of-state schools to public schools in the State. If not addressed, these issues may negatively impact the academic potential of these students and lead to other problems as well. Fortunately, a model transition program at Radford high school has gained deserved recognition for successfully assisting students from military families with the transition to schools in the State.
The purpose of this Act is to expand the concept of the Radford high school transition program to other military-impacted schools in the department of education.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2009-2010 and the same sum or so much thereof as may be necessary for fiscal year 2010-2011 to expand transition programs for military-impacted schools in the State and to hire necessary personnel to coordinate the transition programs.
SECTION 3. There is appropriated out of applicable funds from federal impact aid received by the State the sum of $ or so much thereof as may be necessary for fiscal year 2009-2010 and the same sum or so much thereof as may be necessary for fiscal year 2010-2011 to expand transition programs for military-impacted schools in the State and to hire necessary personnel to coordinate the transition programs.
SECTION 4. The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2009.
