A BILL FOR AN ACT

 

 

RELATING TO MOTOR VEHICLE TRAFFIC.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 52D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§52D-     Traffic controller training program.  (a)  The chief of each county police department shall develop and implement a traffic control training program to train traffic controllers to perform all duties necessary for directing traffic around construction sites, school facilities, community events, and any other event where traffic control may be necessary.

     (b)  Upon completion of the training program, the traffic controllers of the respective counties shall be provided with suitable badges or insignia of office, and shall be authorized to conduct traffic control operations within that county, for a fee.

     (c)  The term "traffic controller" means any person over the age of eighteen who is trained by a chief of police to perform duties under this section whether called traffic controllers or by any other name or title."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for a grant-in-aid to be allotted equally between the police department of each county to carry out the purposes of this Act, including the hiring of necessary staff.

     The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
