A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that it is the ultimate goal of good medicine to improve a patient's health by reducing the amount of medication needed by that patient.  However, the current status quo may focus on a system of disease care, rather than health care.  The legislature further finds that if the State's population was healthier, less money would need to be spent on medication and expensive procedures to treat the complications of chronic disease.  One way to accomplish this is to emphasize healthier lifestyle choices and overall health through prevention.  Therefore, the purpose of this Act is to establish a public-private health insurer partnership to promote a holistic approach to preventive health care.

     SECTION 2.  Chapter 321, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§321‑    Public-private partnership.  (a)  There is established within the department of health for administrative purposes only a public-private partnership to promote a holistic approach to preventive health care.

     (b)  The public-private partnership shall:

     (1)  Work to promote overall wellness in the State; and

     (2)  Support and create incentives for health care providers to promote preventive health care to their patients through good nutrition, exercise, and healthy living.

     (c)  The public-private partnership shall invite participation from stakeholders with a background in:

     (1)  Health insurance;

     (2)  Health care, including physicians, nurses, dentists, physical therapists and occupational therapists;

     (3)  Nutrition;

     (4)  Fitness; and

     (5)  Native Hawaiian cultural practices.

     (d)  The public-private partnership shall be mutually beneficial to stakeholders and consumers and shall be based upon the following goals:

     (1)  Increased investment in education, nutrition, and active living to promote long-term wellness and healthy living; and

     (2)  A tangible reduction in medication use in the State's population.

     (e)  The public-private partnership shall seek multiple funding sources to meet its goals, including federal, state, and private funding."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
