TWENTY-NINTH LEGISLATURE, 2017

S.D. 1

STATE OF HAWAII

H.D. 1

A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR THE AGING AND DISABILITY RESOURCE CENTER.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that the State's aging and disability resource center is a navigational tool intended to streamline access to long-term supports and services for older adults, individuals with disabilities, and family caregivers.  The legislature additionally finds that proper funding for the aging and disability resource center is essential to ensure the center is an effective single point of entry for individuals seeking information about appropriate long-term care options.  Ensuring the availability of services once a consumer receives a referral, such as those offered through the kupuna care program, is also critical to the success of the aging and disability resource center.

The legislature notes that funding for aging and disability resources centers supports county area agencies on aging and allows the agencies to operate aging and disability resource centers within the counties.  Funding for aging and disability resource centers will be used for the ongoing implementation of a statewide aging and disability resource center to achieve fully functional status as defined by the United States Department of Health and Human Services, sometimes referred to as a "single entry point", for access to public long-term support programs and benefits.

The purpose of this Act is to appropriate funds for the aging and disability resource center.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the aging and disability resource center.

The sums appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2070.
