A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that advanced placement courses enhance a high school student's academic performance and improve the overall academic orientation of any high school that offers advanced placement courses.  A student who successfully completes an advanced placement course may receive college credit for that course, which allows the high school student to get a head start on the student's college education before graduating from high school.  Depending on the college and the grade on the advanced placement course, the student may not have to take that same course in college which results in a college tuition savings for that student.

     The purpose of this Act is to establish in statute an advanced placement program for high school students.

     SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A‑    Advanced placement courses.  (a)  Any public high school may provide one or more advanced placement courses to high school students whose eligibility to take advanced placement courses shall be determined by the particular high school.

     (b)  The department shall assist and advise a public high school to enable that school to offer one or more advanced placement courses, whether in the classroom or online.

     (c)  The department shall pursue available federal funding for financially eligible public high school students to defer the fees of the advanced placement examination. 

     (d)  The department shall maintain current updated information on its website to inform school districts of the various available means to offer advanced placement courses in the classroom or online.  The department shall annually communicate with high schools that offer advanced placement courses in fewer than five subjects and inform them of the various options for making advanced placement courses and other rigorous courses available to students who may benefit from them.  Any student attending a public high school within a district may take an online advanced placement course offered by a public high school within the same district."

     SECTION 3.  Section 302A-101, Hawaii Revised Statutes, is amended by adding a new definition to be appropriately inserted and to read as follows:

     ""Advanced placement" means a high school course that is more rigorous and is graded differently than other classes offered on the same subject.  An advanced placement course is generally recognized to be equivalent to an undergraduate course in college.  An advanced placement course is intended to qualify a student taking an advanced placement course to receive college credit for that course."

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2013.
