A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE third SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $219,285,410 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the third senatorial district, as follows:
1. Kau Hospital and Rural Health Clinic
A. Renovations, repairs, and upgrades for deteriorating infrastructure and expansion of the medical facility and rural health clinic

A. Plans, design, and construction for five new portables, inclusive of master plan, and ultimate site plan for school campus relocation; ground and site improvements; equipment and appurtenances.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 of this Act shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items (1), (10), and (17) shall be expended by the department of health; and
(2) The sums appropriated in items (2), (11), (12), (13), (14), and (15) shall be expended by the department of education; and
(3) The sum appropriated in item (16) shall be expended by the University of Hawaii System; and
(4) The sums appropriated in items (3), (6), (7), (8), and (9) shall be expended by the department of land and natural resources; and
(5) The sum appropriated in item (4) shall be expended by the County of Hawaii; and
(6) The sum appropriated in item (5) shall be expended by the department of business, economic development, and tourism.
SECTION 4. This Act shall take effect on July 1, 2022.
