A BILL FOR AN ACT

 

 

RELATING TO MOSQUITO CONTROL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that non-native mosquitoes pose significant multi-sector threats to the State, including negative impacts on human health, conservation, tourism, and economics.  Residents and visitors in the State face health threats resulting from the transmission of mosquito-borne diseases.  Mosquito-borne diseases have also had a devastating impact on Hawaii's native bird populations and continue to be the leading driver in the ongoing extinction risk of most of Hawaii's remaining endemic honeycreepers.

     The legislature further finds that the department of land and natural resources is involved in a multiagency mosquito control project, along with various other state agencies, including the departments of agriculture and health.

     The purpose of this Act is to bolster the efforts by the department of health and department of land and natural resources to develop mosquito control measures by appropriating funds for the establishment of one full-time equivalent planner position in the department of land and natural resources.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 to establish one full-time equivalent (1.0 FTE) program specialist position related to mosquito control.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
