THIRTY-FIRST LEGISLATURE, 2022
STATE OF HAWAII

A BILL FOR AN ACT

 

 

relating to capital improvement projects for Iolani Palace.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $10,740,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects as follows:

1.   Iolani Palace

     A.   Design and construction for roof repairs and improvements.

          Design                         $400,000

          Construction                 $2,000,000

          Total funding                               $2,400,000

     B.   Design and construction for HVAC system replacement and improvements.

          Design                         $300,000

          Construction                 $2,500,000

          Total funding                               $2,800,000

     C.   Design and construction for electrical system assessment and improvements.

          Design                         $100,000

          Construction                   $450,000

          Total funding                                 $550,000

     D.   Design and construction for fire suppression system assessment and installation of new fire suppression system for all floors.

          Design                         $400,000

          Construction                 $2,300,000

          Total funding                               $2,700,000

     E.   Design and construction for assessment of structural condition of Iolani Palace, including the walls, lanais, and basement moat areas.

          Design                          $40,000

          Construction                   $100,000

          Total funding                                 $140,000

     F.   Design and construction for new emergency generator and auto switchgear to power HVAC and lighting.

          Design                         $150,000

          Construction                 $2,000,000

          Total funding                               $2,150,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the capital improvement projects set forth in section 1 of this Act shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2022.
