A BILL FOR AN ACT
RELATING TO THE PSYCHOLOGY INTERJURISDICTIONAL COMPACT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
(1) The beneficial impact of the compact;
(2) The implementation and administration of the compact, including whether:
(A) Disciplinary actions for remote compact practitioners are possible under existing laws and by what means; and
(B) Compact authorized psychologists would be subject to reimbursement or liability insurance; and
(3) The economic feasibility of adopting the compact, including whether insurance coverage for remote practitioners is possible through compact authorization.
(b) The working group shall be composed of the following members:
(1) One member of the department of commerce and consumer affairs, who shall serve as chair;
(2) One member of the United States Department of Defense-State Liaison Office;
(3) One member of the senate, to be selected by the president of the senate;
(4) One member of the house of representatives, to be selected by the speaker of the house of representatives;
(5) One member of the board of psychology;
(6) One member of the public, to be selected by the president of the senate;
(7) One member of the public, to be selected by the speaker of the house of representatives;
(8) One member who is a licensed psychologist or a representative of the Hawaii Psychological Association; and
(9) One member of the Council of State Governments.
(c) The working group shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.
(d) The members of the working group shall serve without compensation.
(e)
The working group shall be dissolved on July 1, 2024.
SECTION 2. This Act shall take effect on June 30, 3000.
