A BILL FOR AN ACT
RELATING TO NATIVE HAWAIIAN BURIALS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established within the department of land and natural resources for administrative purposes an iwi reinterment working group.
(b) The working group shall elect a chair from among its members and adopt rules and procedures as needed. The working group shall consist of the following members:
(1) One representative from the state historic preservation division;
(2) One representative from the office of Hawaiian affairs;
(3) One representative from the Kaho‘olawe island reserve commission;
(4) One representative from the Protect Kaho‘olawe ‘Ohana;
(5) One representative from the aha moku advisory committee;
(6) One representative from the Association of Hawaiian Civic Clubs; and
(7) One Hawaiian cultural practitioner who shall be appointed by the governor.
(c) The working group shall create a process to select and reinter Native Hawaiian remains in the possession of the State, whose provenience is unknown, or in other special circumstances, on the island of Kaho‘olawe. The working group shall determine the annual costs of such a reinterment process, including the costs of reinterment and monitoring and stewardship of the burial area.
(d) The members of the working group shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.
(e) The working group shall submit a report of its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular session of 2015.
(f) The working group shall be dissolved on June 30, 2015.
SECTION 2. This Act shall take effect upon its approval.
