A BILL FOR AN ACT

 

 

relating to community development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


PART I

     SECTION 1.  The legislature finds that the Hawaii commission for national and community service, established within the University of Hawaii for administrative purposes, is responsible for management and coordination of spontaneous volunteers in times of natural disasters.  In order to implement, monitor, and manage spontaneous volunteers in times of natural disasters and to ensure that Hawaii has an updated plan to handle natural disasters, the Hawaii commission for national and community service needs more personnel to oversee those tasks.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 for the hiring of two full-time program officer positions for the Hawaii commission for national and community service responsible for implementing, monitoring, and managing spontaneous volunteers in times of natural disasters; provided that the two full-time program officer positions shall be under the University of Hawaii office of the vice president for student affairs for administrative purposes.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this part.

PART II

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 to purchase and deploy equipment statewide and relocate offices to the central Oahu region.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this part.

PART III

     SECTION 4.  This Act shall take effect on July 1, 2014.
