A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TWENTY-FIRST SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $81,255,247 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twenty-first senatorial district, as follows:

1.   Waianae Coast Swimming Pool Project  Plans, design, construction, and equipment for Waianae coast swimming pool project.

          Plans                         $1,000,000

          Land                            $500,000

          Design                        $1,000,000

          Construction                 $17,000,000

          Equipment                       $500,000

          Total funding                        $20,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Nanakuli Health Care Center

     The Waianae Coast Comprehensive Health Center will be constructing the Nanakuli health care center at the new Nanakuli Village in Nanakuli.  This project qualifies as a grant pursuant to chapter 42F, HRS.

          Construction                  $1,166,597

          Equipment                       $333,403

          Total funding                         $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

3.   Catholic Charities Housing Development Corporation

     This is a critical repair project for 34 units of low‑income housing (affordable rental house preservation) located in Maili, Hawaii.  This project qualifies as a grant pursuant to chapter 42F, HRS.

          Construction                    $455,247

          Total funding                                $455,247

     The sum appropriated for this capital improvement project shall be expended by the department of labor and industrial relations.

4.   Nanakuli High and Intermediate School Performing Arts Center

     The Nanakuli High and Intermediate School Performing Arts Center would house and support the school's longstanding and successful drama program currently housed in the school's cafeteria.  Plans, design, construction, and equipment for this project.

          Plans                        $ 4,500,000

          Design                       $ 4,500,000

          Construction                 $33,750,000

          Equipment                    $ 2,250,000

          Total funding                        $45,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Waianae Intermediate School Sixth Grade Building

     Create new classrooms to accommodate the switch from the current kindergarten to sixth-grade class structure to a prekindergarten to fifth-grade design.  Plans, land design, construction, and equipment for this project.

          Plans                         $1,430,000

          Land                            $715,000

          Design                        $1,430,000

          Construction                 $10,010,000

          Equipment                       $715,000

          Total funding                        $14,300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2020.
