A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TWENTY-FOURTH SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $24,394,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016–2017 for the purpose of financing capital improvement projects for the twenty-fourth senatorial district, as follows:

1.   Ahuimanu elementary school, Oahu

A.   Expansion of the administration building.

                   Total funding                  $ 1,520,000

2.   Aikahi elementary school, Oahu

A.   Construction of an outdoor classroom and eating area.

3.   Ben Parker elementary school, Oahu

A.   Handicap accessibility for second floors, including elevators, of buildings C, D, and H.

4.   James B. Castle high school, Oahu

A.   Renovate classroom to support the digital media/video productions pathway program.

A.   Enclose building B and C stairwells.

A.   Installation of a schoolwide electronic key system.

9.   Kaneohe elementary school, Oahu

A.   Installation of an energy positive portable classroom.

A.   Construction of a twelve-foot extension to the existing physical education portable building.

A.   Slope stabilization and erosion control.

A.   Clear, regrade, and reestablish hillside terraces and drainage swales.

C.   Tree removal and trimming along the perimeter of cemetery to provide ten-foot setback.

                   Total funding                  $   350,000

D.   Tree trimming and removal at maintenance facility.

                   Total funding                  $    75,000

E.   Repair and reseal roads and parking lot.

                   Total funding                  $   197,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sum appropriated in section 1 shall be expended for the purposes of this Act; provided that the department of education shall be the expending agency for items 1 through 14; provided further that the department of defense shall be the expending agency for item 15.

     SECTION 4.  This Act shall take effect on July 1, 2016.
