A BILL FOR AN ACT

 

 

relating to an economic analysis of beaches on the north shore of oahu.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the northwest-facing shoreline on the North Shore of Oahu, stretching from the Kawailoa to Waialee ahupuaa is a spectacular coastline of primary importance to state residents and visitors from around the world for its beautiful sandy beaches, famous surf breaks, recreational opportunities, marine resources and wildlife, and vistas.  However, the true economic value of North Shore beaches is currently unquantified and therefore, likely undervalued.  Moreover, having quantitative economic and natural resource value estimates of North Shore beaches will assist local decision-makers regarding critical issues, such as coastal land use, shoreline management, and applications for armoring of the shoreline for private development.

     The legislature further finds that the University of Hawaii sea grant college program has demonstrated the capacity and capability to conduct the type of economic analysis needed for North Shore beaches.  The University of Hawaii sea grant college program recently completed a similar study on Waikīkī beach.  That study found that Waikīkī beach is estimated to generate approximately $2,200,000,000 per year for the local economy.

     Accordingly, the purpose of this Act is to request that the University of Hawaii sea grant college program conduct an economic analysis of North Shore beaches for the area of the North Shore of Oahu that stretches from the Kawailoa to Waialee ahupuaa to estimate the economic value of North Shore beaches.

     SECTION 2.  (a)  The University of Hawaii sea grant college program may conduct an economic analysis of North Shore beaches for the area of the North Shore of Oahu that stretches from the Kawailoa to Waialee ahupuaa to estimate the economic value of North Shore beaches.

     (b)  An economic analysis conducted under subsection (a) shall examine, but not be limited to:

     (1)  Visitor surveys;

     (2)  Available data from the department of business, economic development, and tourism, Hawaii tourism authority, and other travel-related research organizations, such as Smith Travel Research;

     (3)  Hotel revenues; and

     (4)  Visitor activity spending.

     (c)  Upon completion of an economic analysis conducted under subsection (a), the University of Hawaii sea grant college program shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the University of Hawaii sea grant college program to conduct an economic analysis of Oahu's North Shore beaches pursuant to this Act.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
