A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-fifth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $55,098,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the twenty-fifth senatorial district, as follows:

1.   Enchanted Lake Elementary School

     A.   Electrical upgrades.

          Total funding                                $400,000

     B.   Shelter coverage for administration classroom rear door entrance.

          Total funding                                 $20,000

     C.   Shelter coverage for front and back door of library.

          Total funding                                 $40,000

     D.   Carpet replacement in classrooms D1, D2, and D4.

          Total funding                                  $6,000

2.   Kailua High School

     A.   Upgrade of existing tennis/basketball courts (4) to include leveling, resurfacing, restriping, and replacement of posts and baskets.

          Design                         $25,000

          Construction                  $150,000

          Total funding                                $175,000

3.   Kaiser High School

     A.   Synthetic track and field turf installation.

          Total funding                              $3,800,000

     B.   Performing arts auditorium.

          Total funding                             $17,000,000

     C.   Air conditioning of whole school.

          Total funding                             $10,000,000

     D.   Upgrade of electrical capacity.

          Total funding                              $8,000,000

4.   Kalaheo High School

     A.   Spectator bleacher installation for the athletic field and tennis courts.

          Plans                          $10,000

          Construction                  $300,000

          Equipment                     $100,000

          Total funding                                $410,000

5.   Keolu Elementary School

     A.   Overhead projector installation in cafeteria.

          Construction                    $7,000

          Equipment                       $1,000

          Total funding                                  $8,000

6.   Lanikai Elementary School

     A.   Administration building.  Remove current temporary portable office building and construct new permanent structure.

          Design                        $507,500

          Construction                $5,067,500

          Equipment                     $500,000

          Total funding                              $6,075,000

     B.   Electrical upgrade.  Replace main electrical boxes that support school.

          Design                         $46,500

          Construction                  $418,500

          Total funding                                $465,000

     C.   ADA transition accessibility.  Install elevator lift in building A.

          Plans                          $50,000

          Construction                  $125,000

          Equipment                     $200,000

          Total funding                                $375,000

     D.   Install air conditioning in all classrooms and offices.

          Construction                $1,750,000

          Equipment                   $1,750,000

7.   Olomana School

     A.   Extend existing portable PE room by 12 feet for youth center.

          Plans                           $5,000

          Design                          $8,000

          Construction                   $75,000

8.   Waimanalo Elementary and Intermediate School

     A.   Covered walkway installation from health room (administration building) to building U and from building U to cafeteria (Kaneohe side).

          Total funding                                $800,000

     B.   Water fountain installations.

          Total funding                                $190,000

     C.   Electrical upgrade to buildings.

          Total funding                                $350,000

9.   Mokapu Saddle Road

     A.   Resurfacing Kapaa Quarry Road to Mokapu Boulevard (2012).

          Total funding                              $2,750,000

10.  Waimanalo Health Center Vision & Eye Care Clinic

     A.   Equipment purchase.

          Total funding                                $246,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 through 8 shall be expended by the department of education;

     (2)  The sum appropriated in item 9 shall be expended by the department of transportation; and

     (3)  The sum appropriated in item 10 shall be expended by the department of human services.

     SECTION 4.  This Act shall take effect on July 1, 2012.
