A BILL FOR AN ACT

 

 

RELATING TO HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that improving public health is a complex issue that requires an examination of the social determinants that may impact whether a community has continuous access to health care resources.  Coordinated efforts at all levels is necessary to support this important examination.  The establishment of a strong health network based in Hawaii county would allow the county to serve as a model of collaboration for other areas.  The success of such a health network would result in Hawaii county being able to efficiently develop a ten-year health care plan, including preventative and primary health care, specialty care, and urgent and emergency care.

     The purpose of this Act is to:

     (1)  Require the office of primary care and rural health to facilitate discussions with key community health and social service organizations within Hawaii county to collaboratively address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan; and

     (2)  Require a report to the legislature.

     SECTION 2.  (a)  The office of primary care and rural health shall initiate a 2030 one shared health vision plan.  A pilot program shall be conducted in Hawaii county.

     (b)  The office of primary care and rural health shall facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of appropriate community service providers.

     (c)  The office of primary care and rural health shall submit a report on the 2030 one shared health vision plan for Hawaii county, including any proposed long-term legislative grant-in-aid requests, to the legislature no later than twenty days prior to the convening of the regular session of 2023.

     SECTION 3.  This Act shall take effect on January 1, 2050.

Description:

Establishes the one shared health vision plan with a pilot program to be in Hawaii county.  Requires the Office of Primary Care and Rural Health to facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan.  Requires a report to the Legislature.  Effective 1/1/2050.  (SD1)
