A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE second SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,296,900 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of capital improvement projects for the second senatorial district, as follows:
1. Kau Irrigation System
A. System improvements

2. Volcano School of Arts and Sciences
A. Seven new classroom buildings
Plans $308,950
Design $308,950
Construction $6,179,000
Total funding $6,796,900
3. Pahoa Elementary School, Hawaii
A. Cafeteria
Plans and design $900,000
Construction $8,100,000
Total funding $9,000,000
4. Naalehu Elementary and Intermediate School, Hawaii
A. Administration and library building
Plans and design $1,000,000
Construction $9,000,000
Total funding $10,000,000
5. Kua O Ka La Public Charter School
A. Two classrooms
Repair and maintenance $500,000
Total funding $500,000
6. University of Hawaii at Manoa, Komohana Agricultural Complex, Hawaii
A. Building renovations

7. University of Hawaii at Manoa, Mealani Research Station, Hawaii
A. Structure improvements

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended as follows:
(1) The sum appropriated in item 1 shall be expended by the department of agriculture;
(2) The sums appropriated in items 2 through 5 shall be expended by the department of education; and
(3) The sums appropriated in items 6 through 8 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2011.
