A BILL FOR AN ACT

 

 

RELATING TO THE CHARGEABLE TRANSIENT QUARTERS REVOLVING FUND.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaii Army National Guard's 298th Regiment Multi-functional, Regional Training Institute (RTI) is an essential training command for Hawaii and the Pacific region.  The RTI trains soldiers and leaders of the United States Army National Guard, active duty, and reserves to the standards required by the United States Army Training and Doctrine Command.  Trainees are accommodated at the RTI as it is a charitable transient quarters and pay nightly billet (lodging) fees.

     The purpose of this Act is to create a chargeable transient quarters revolving fund into which the billet fees are collected and the cost of goods and services furnished are paid.  Funds will be deposited from training attendees and other authorized occupants and sources.

     SECTION 2.  Chapter 121, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§121-    Chargeable transient quarters revolving fund; established.  There is created in the state treasury a revolving fund to be designated as the chargeable transient quarters revolving fund, to be administered by the department of defense.  Moneys deposited into the revolving fund shall be used to fulfill the purposes of this chapter and shall include:

     (1)  Any billet fees paid by trainees and other authorized occupants;

     (2)  Any funds appropriated by the legislature or federal government to the revolving fund; and

     (3)  The interest or return on investments earned from moneys in the revolving fund."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on June 15, 1215.
