A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is established the behavioral health crisis center pilot program, to be administered by the department of health.  The department of health shall:

     (1)  Identify unused state facilities to be converted to behavioral health crisis centers that shall provide short-term residential beds to allow for the stabilization, triage, and assessment of patients in need of services for mental health conditions or substance use, and may include conditions stemming from homelessness; and

     (2)  Coordinate and work with representatives of county police departments and mental health workers to establish the procedures for bringing individuals in need of crisis services to the behavioral health crisis centers.

     SECTION 2.  The department of health shall provide a report to the legislature no later than twenty days prior to the convening of the regular session of 2023, which shall detail the:

     (1)  Facilities identified to be used in the behavioral health crisis center pilot program;

     (2)  Procedures established for individuals in need of crisis services to be admitted into a behavioral health crisis center; and

     (3)  Expenditures of all funds for the behavioral health crisis center pilot program, as of the date of the report.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the purposes of this Act.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2022.
