A BILL FOR AN ACT
Relating to the international day of nonviolence.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that violence pervades society and can occur within a family, a workplace, governments, and society. Violence includes crimes of hate and passion, racial massacres, and crimes against poor and weak minorities and cultures. Many cultures and societies around the world are too quick to resort to violent action to resolve differences or obtain desired results, which causes too many lives to be hurt or lost.
The legislature further finds that the United Nations General Assembly approved Mahatma Gandhi's birthday, October 2, as an International Day of Nonviolence. Mahatma Gandhi was the ultimate advocate of peace. He believed that the way to resolve all conflict is with nonviolence. He urged humankind to reject violence and embrace nonviolent action as an alternative to passive acceptance of oppression. The Gandhi International Institute for Peace is located in Hawaii and works to honor Mahatma Gandhi by inspiring youth to practice nonviolence.
The purpose of this Act is to designate an "International Day of Nonviolence" in Hawaii to honor Mahatma Gandhi's lifelong mission for peace, and to promote nonviolence and raise public awareness of nonviolence practices within all of Hawaii's communities.
SECTION 2. Chapter 8, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§8- International day of nonviolence. October 2 of each year shall be known and designated as the "International Day of Nonviolence", in honor of Mahatma Gandhi on his birth date, to promote nonviolence programs, reduce psychological and physical violence, and increase educational awareness of nonviolence; provided that this day is not and shall not be construed to be a state holiday."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
